How do we balance between freedom of expression and controversial content and who is responsible?

The principle of a free and open web enables people all over the world to have their voices heard and access information in ways we never imagined just 20 years ago. Inevitably, what that also means is that people may express controversial views that others may profoundly disagree with. This raises questions for everyone that plays a role in an information society - from publishers to politicians to tech companies. Where do you draw the line between freedom of expression and controversial content? Who is responsible for determining where that line is? What can platforms like YouTube do to promote awareness, tolerance and empathy?
